What are you trying to achieve ? If you apply a pigment stain to a
ring porous timber like ash, then you'll deposit nearly all of it in
the pores and emphasise the rings. If you seal it first (you may need
some powdery pore filler to really get it smooth), then you'll get a
more even deposit and you'll tend to hide the rings.
Experiment, see what you like.
