Yes, it's "new". Constraints were first introduced in, I believe, version
11.

First, I really don't know what you mean by horizontal constraints. There
are no constraints by that name. Could it be parallel constraints? In any
case, if there are constraints applied, there should be constraint markers
attached to the drawn objects. If you delete these markers, the constraint
will be removed. If the program is set up as default, the constraints will
be on their own layer. If you can not see the constraint markers, check to
see that the constraint layer is on. If you want to delete all the
constraints, use select by layer and delete them all at once.
It's a bit difficult for me to tell exactly what is going on without seeing
the drawing. If you can't get it straitened out, email it to me and I will
fix it, return it and explain how I did it.
