I'd like to produce a few coffee tampers (here's the image:

related:
* how do you suggest to connect the steel base and the wooden handle?
* how do I insert the steel cap, surrounded by wood? They seem to be
curved the same but sanding them requires different techniques. E.g.,
Smoothing out the wood, scratches the cap and vice versa.

Make one and use the 2 piece steel section as a mandrel - base and cap
screw. Install the wood section, place it in a chuck on your lath and sand
down so it matches the base and cap then remove the wood and place on the
permanent steel section. This of course assumes all the steel parts are
machined alike otherwise - do each one very carefully.....
The steel base could have a taped hole (1/4-20) while the top is an
overgrown cap screw that is slightly recessed into the wood. Put some
Locktight on the threads and then assemble.

Lots of ways. I guess these ones are like plane knobs - there's a bolt
screwed into the metal base, with the bolt head hidden under the top
cap.

Probably glue. Maybe just friction, if you make a tight recess and a
slightly dished cap you can deform slightly to grip sideways.
