First, you need a biiiiiiiigggg Forstner bit..... Alternately, though not as
neat, you could use some plack powder, 2/3" pipe with a couple of end caps.

Don't know what size you're looking for but Sam's has plastic top
tables with adjustable height legs for somewhere around 40 bucks. I
bought one to use next to my bar-b-q pit but have used it much more
for other projects so far.

Somebody recently suggested a university or hospital surplus outlet, and
something like a gurney or operating table, used/surplus, as an option for
the basis of this type of project.

Just this morning SWMBO was complaining that I don't build enough stuff
for the shop - at least I *think* that's what she said. Anyway, I went
rummaging through my back issues of Shopnotes looking for plans for a
hole in the floor and stumbled across a plan for an Adjustable-Height
Assembly Table described thusly:
"Whether you need an extra assembly area or an outfeed support for a
stationary tool, this adjustable-height assembly table is the answer. Our
unique adjustment system makes raising (or lowering) the top a smooth
task."
Looks pretty cheap to build. Most expensive part would be the four 5",
lockable, swivel casters they put on it.

Unfortunately this issue is only available from Shopnotes in an annual
volume at $26. Rockler and Woodcraft stores both sell individual issues,
if you have either near you. Don't think they sell them on line.

how they do the adjustable part - it's pretty simple.

Hell, I'm all for a hole in the floor with a hydraulic lift. But,
if couldn't have that, I'd just make a top that fit over the table, and
make it however high I wanted it.
You could always fasten a chain hoist to the ceiling, and just raise and
lower it, if you were too idle to move it by hand.
Or, if you didn't want to get so fancy, some cement blocks, and
some plwood. Or, two different size tables. Or, make a kneeler. You
could put a hydraulic lift under the table. Or, four hydraulic jacks.
Or, use a chain hoist to haull the table up, then cement blocks under
the legs.
I kinda like the idea of four air jacks. Can you imagine the look
on someone's face, when you hit the air, and you table shoots a foot or
so straight up.

If I'm reading you correctly, you are more interested in getting the table
than in making it. If that is true:

This is a drafting table base (only) from Office Depot. $130. I'd also
check Goodwill (got a great POS giant office desk there 7 years ago that I
still use). Or the local paper: "drafting table". Of course, all of this

If it says "Acme" on it - be careful. I saw this episode, where this Coyote
cut a big hole around a Road Runner and darned if the whole house didn't
fall down around the Road Runner. High pitched whistle, lil' puff of
smoke. But, thank the Lord, the Coyote didn't get hurt, cuz there he was
again with a pair of Acme rocket powered roller skates.
I hear there's a class action lawsuit pending...
